The reason for including Reliance as a partner in the Texas refinery project is its ‘Nelson Complexity Index’ (NCI). Jamnagar is the refinery with the highest NCI (21.1) in the world. This means that it can convert even cheap heavy crude oil into high-quality fuel. No other refinery in the world has this level of capacity. A complex refinery like Reliance is needed to refine oil from Venezuela.
