White towels—originally introduced to ensure hygiene for officials who traveled on horseback during that period—can still be seen draped over office chairs even now. Furthermore, depending on one's official rank, the size of the desk and even the color of the ink used vary accordingly. On one occasion, a major controversy erupted when junior officers were found using red pens. Following a 13-month inquiry into the matter, a rule was formally implemented mandating that junior officers use only blue or black pens.
