MDR on UPI: Neither a Tax nor a Cess
New Delhi: Union Finance Minister Nirmala Sitharaman stated that the Central Government derives no financial benefit from the Merchant Discount Rate (MDR) levied on UPI payments. Speaking to the news agency PTI on Friday, it was clarified that the MDR charge is neither a tax, a cess, nor a surcharge. It was revealed that MDR charges are being levied solely to technically strengthen the UPI payment system. It was also made clear that this would impose no burden on UPI users.
